Low, born in Malaysia (with Malaysian citizenship at birth) has reportedly possessed numerous passports. Malaysia does not recognize, and in fact, criminalizes dual citizenship. President of Cyprus, Nicos Anastasiadis has been under scrutiny for trading passports for investments from elites. He seems to have granted Low a Cypriot passport "Within two days after investing in some property."
In June 2018, Malaysian immigration authorities revoked Low's Malaysian passport and submitted an Interpol red notice on him. Low has managed to travel freely despite all of that, and is presumed to have used numerous passports, including ones from Caribbean and Mediterranean nations, to evade arrest.
Today, according to the authors of …Whale…., Low travels around with seven or eight phones and sends messages from them like he’s playing the piano. In the first step of a possible last-ditch escape plan, Low’s wife became a member of the Royal Hong Kong Yacht Club. Low was trying to buy a smaller boat since his $250 million superyacht Equanimity was seized by Indonesian authorities. Was this a means for the couple to go on the lamb? “He was reading a book about Marc Rich,” says Hope, referring to the late financier charged with tax evasion, who lived out his life in Swiss exile. “We believe Low has this idea of being like Marc Rich, eventually finding a way to travel again and make it all go away.”
Then there was a rumor last week he was drinking wine in Hong Kong. Malaysia’s government says it knows for sure that he is in China, and they are negotiating to get him sent back. We last had a firm idea of his location in July, when he was moving between Macau, Hong Kong and Shenzhen, staying at apartments and Marriott hotels. [If] he’s in China, it’s not easy to extradite him unless the Chinese government decides it's a good idea. Unfortunately, Low seems to have a measure of protection from the Beijing government. Jho has told associates he’s been “working with Chinese intelligence.” And there were a number of dodgy infrastructure deals last year between China and Malaysia, from which money was allegedly stolen. Guess who helped negotiate those shady deals? Beijing could be worried that Low knows too much about some senior Chinese officials, and that’s why he’s been able to remain in the authoritarian country incognito.

Low has maintained his innocence and contends that Malaysian authorities are engaging in a campaign of harassment and political persecution due to his prior support of former Prime Minister Najib Razak, whose part in the 1MDB scandal had led to Najib being convicted on seven counts of abuse of power, money laundering and criminal breach of trust.Sources:
